10月7日，反移民控制組織在世界各個角落動員起來──從華沙至倫敦、自漢堡到諾克少，上千名移民及其支持者走上街頭大倡其權益，並抗議對他們的歧視、污名化及一切限制。他們要求歐洲無條件制定法規保障移民公平權益、關閉所有拘留所、及終止其所謂「邊界外化」的舉動。 這項「跨國行動日」的活動是數個移民相關先驅團體的主意，經過今年1月在西非馬利巴馬科世界社會論壇的動員，他們在今年早先雅典的歐洲社會論壇期間組織起來；目前已有250多個組織加入（其中18個來自英國），其活動範圍橫跨23個國家。早在今年的跨國行動日之前，已舉辦過兩次類似的移民活動。第一次在2004年1月31日，當時50幾個組織分別在各處發起運動，要求歐洲關閉移民拘留所、立法管理移民並給予難民該有的權益；接著在去年4月2日他們的訴求是「活動自由與居留權」；今年則主打解放移民控制及打擊邊境監管。 而這一連串的活動都是近年來歐盟移民政策軍國主義化下的反動力。自歐洲邊境管制局及歐盟對外邊界安全署開始以船隻飛機防止所謂「非洲偷渡客」進入歐洲大陸、加強邊界管理後，歐盟也開始「委任」北非及東歐國家封鎖移民動線，並將他們遣返沙漠或撒哈拉國家；接著，歐洲更對非洲國家施加壓力，要求他們對簽證下更嚴苛的限制、開設拘留營、並接受「遣返回國計畫」。 各地抗議活動五花八門，舉其中一例來說，一台巴士載著車臣難民，打算從波蘭盧布林行駛到首都華沙進行抗議活動，卻在當地時間10月6日下午3點被警方攔下，車上的活動者和他們的孩子都被拘留逾7小時，其中包括兩名未攜帶身分證件的3名移民甚至面臨驅逐出境的處分。為了抗議波蘭警方的處置，其他運動者並計畫圍攻本已有抗議活動舉行的華沙出境事務與外國人士管理局，以及首相官邸。事件最終以警力隨同巴士駛回盧布林收場，隔日其中一位難民則正式遭到逮捕。 而就在聯合國特使德米斯圖拉、義大利非政府組織及與內政部合作以觀察拘留所內部情況的各團體在義大利波隆納拘留中心CPT舉行部長會議之時，場外便有數名反種族主義代表及自治團體群集，等待數小時只為和與會委員會進行面對面溝通。他們要求委員會立刻停止先前作為並關閉所有拘留所。 倫敦的場景則充滿嘉年華式的歡樂氣氛，5百多位活動者在7日當天進行了一場喧騰歡鬧的遊行，並聚集在當地移民通報中心Becket House（任何入境的難民都必須定期到中心「簽到」），他們在那裡呈上信函並發表演說。由於來自拉丁美洲的團體也是當天的主角之一，活動宣言並有西班牙翻譯版本。 莫斯科當地的無國界組織也在聯邦移民署進行歡樂的遊行表演。負責執行難民驅逐事務而冷清的移民署街頭，一下子被帶著鼓聲和裝扮成小丑的25位活動者佔領，他們在大樓上掛著「沒有人是合法的！」標語，並分為三組表演行動劇：戴著手術口罩的人扮演難民，他們的身上並粘著寫著簡單人生紀錄的紙片；森巴組熱情演出輪鼓；小丑隊則用鞭子抽打收留難民的「拘留所」。 另外，西非貝南則在6、7日各舉行研討會和祈福聚會。然而，原先活動者打算在9日於歐盟各總部前進行集會抗議，卻因為「當地聯合國難民事務高級專員署照護不夠，以致於不幸讓一位重要人士失蹤」，而臨時改為在UN-HCR前抗議他們的「過失」。 （URL：http://www.indymedia.org.uk/en/ 2006/10/352902.html） |

在10月7日跨國反移民控制行動中，約有350人參加了奧地利首都維也納的「反拘留驅逐」與「自由行動」示威活動。 下午兩點半，群眾聚集在維也納移民臨時居留所。在3點左右，350位參予者開始遊行。僅有少數警力出現在示威現場。 示威隊伍並向路人及好奇的群眾發送傳單，以及「跨邊界通訊」。隨後隊伍環繞維也納移民臨時居留所，並經過「奧地利人權」的辦公室。這個與內政部合作密切的組織成立的目的，是為移民臨時居留所裡的人提供顧問服務。由於該組織就是驅逐移民系統的一環，示威者因而在這裡發表短篇演說，以讓人們了解該組織的現況。 示威隊伍接著停留在Billa連鎖超市的一間分店前，該超市以惡劣的工作環境聞名，隊伍也在此發表演說，提醒人們關於該超市工作者的處境。接著，示威繼續朝向法院大樓，許多移民在審判前都在此地拘留。許多人因種族因素而遭拘留，在此地的演說也強調女性囚犯在這裡所遇到的窘境。演講中也提到一位38天前抗議驅逐期間拘留而開始絕食的人。根據今年1月1日開始生效的反外國人新法，遭到拘留並等待驅逐出境的外國人，若以絕食來抗議驅逐期間拘留，政府可以使用強迫灌食。官方目前還尚未使用這個方法，但在某些地方發動的絕食，已經遭到警方威脅將使用強迫灌食。 示威隊伍包圍整棟大樓，接著來到最後一站：移民拘留中心。群眾包圍整座監獄，並有220人停在正門前面進行最後的示威，同時演講也解釋了驅逐期間拘留系統的運作方式。整個活動在下午5點半結束，示威群眾並非就地解散，而是350人一個接著一個離開。 Some 350 people joined a demonstration in Vi-enna against detention pending deportation and for the freedom of movement on Oct 7, 2006, the Transnational Day of Action Against Migration Con-trols. At 2:30 pm people met in front of one of Viennas immigration detention centres on Hernalser Guertel 8-12. Around 3pm the march started with around 350 participants. There was not much po-lice present around the demonstration. Many leaflets and the :: Crossing Borders newsletter were given away to intersted people and passers-by. The demonstration surrounded the prison and passed by the office of "Menschenrechte Oester-reich" (Human Rights Austria), an organisation which was founded to advise people in the immi-gration detention centres. It works very close to the Ministry of Internal Affairs. A short speech in-formed the people about the practice of this or-ganisation, which is part of the deportation system. The demonstration then stopped in front of a branch of the Billa chain supermarket, which is known for bad working conditions. One more speech informed on the situation of the workers there. Afterwards the demonstration went to the court building in Wickenburggasse 18-20, where peo-ple are detained while awaiting trial. Many people are imprisioned here for racist reasons . One speech informed of the special situation of women pris-oners. An other speech told of the situation of one man who started hungerstrike against custody pending deportation 38 day ago! He has already lost a lot of weight. With the new law against for-eigners (in force since January 1, 2006) it is possible for the officials to use forced feeding for people who are detained under the foreigners law who are using hungerstrike as protest against custody pending deportation. It is not yet official that this method is used, but in some cases hungerstrikers have been threatened by police officers with forced feeding to end their hungerstrike. Then the demonstration surrounded the build-ing and went to the last stop, the immigration de-tention centres at Rossauer Laende 7-9. The prison was surrounded and the crowd with around 220 people stopped in front of the main entrance for the closing manifestation. Marchers set off from points North, West and South of the city centre, numbering several hun-dred by the time they reached George Square. A-sylum seekers were joined by people from across Glasgow and beyond who wanted to show their solidarity at the end of a particularly brutal week (even by Home Office standards). Addressing the rally, Rosie Kane MSP called for Glaswegians to make the place a City of Compas-sion and Sanctuary. A common theme in the speeches was the need for solidarity between na-tive-born Glaswegians and their (relatively) new neighbours. Graham Campbell of Solidarity called for people to support the work of the Unity Union of Asylum Seekers, organisers of the event. A speaker from the No Borders Network thanked a-sylum seekers for rekindling Glasgow's spirit of di-rect action in resistance to State persecution. But as ever with these events, it was the refugees' and asylum seekers' voices that had the most vital contributions to make. Pastor Daly, no stranger to the inside of a detention centre, made a fiery speech that lost no power in its translation from French. We want to live, we want to work. This is not a speaker that any government would like to have opposing it. Mama Henriette of Karibu African Women's Group reminded us of the government's role in creating refugees and its hypocrisy in dealing with them. "Asylum is a gambling game, all about num-bers," and welfare is not on the agenda. Given that, we shouldn't talk about "failed" asylum seekers: people are Refused asylum by a system that isn't interested in fairness or justice. The rally finished with a performance by local / international hip-hop crew Fugees United. A mixed group of fans danced and chanted "I don't give a damn what you call me." The energy and determination to resist government attacks on communities in Glasgow is there and here are tal-ented people who want to contribute to this city they are making their home.
