Can’t walk, Right of Social Involvement for Persons with Disabilities – 2010 Taiwan Report, Summary.
President Ma (R.O. C., Taiwan) committed his promise of ratified ‘International Covenant on Civil and Political Rights’ and ‘International Covenant on Economic, Social and Cultural Right’ and the government passed the law ‘Act to Implement the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Right’ . The Law has been enacted in 2009, Dec. 10 and the law stated that ‘all laws, regulations, directions and administrative measures incompatible to the two Covenants should be amended within two years after the Act enters into force by new laws’. We examine Taiwan Human rights of persons with disabilities by listing contents of these two covenants. 「The key element of practicing two commencements is barrier free traffic.」 According to section article 2, section 2 states that ‘The States Parties to the present Covenant undertaken to guarantee that the rights enunciated in the present Covenant will be exercised without discrimination  of any kind as to race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.’ Thought the article does not mention about persons with disabilities, then Universal Declaration of Human Rights article 1(1948) states ‘All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.’ The Covenant shall recognize that all rights fit for all human including persons with disabilities. Therefore, Taiwan government need to use all its resource and regulation designs to overcome disadvantages of owning human rights of persons with disabilities.
 
Can’t walk, Right of Social Involvement for Persons with Disabilities – 2010 Taiwan Report, Summary.Events of can’t even walk a small step in Taiwan shows everyday. Central Taiwan, Chang-Hwa. There are no barrier free designs between platforms.

Hard to call an rehabilitation bus service. Soud-Dei Chang, a 24 years old person with  spinal muscular atrophy spent dozens of calling to reserve rehabilitation bus service and the maximum record of his calling was 142 callings. If he cannot get the service, he would need to spent triple expense on his daily traffic expense.
 
A rare disease child (2011 education award winner) wrote to Taiwan President about wishing a barrier free environment for she need to carry a breathing machine with her when she goes outdoor. The shortages of barrier free environment made her and her mother suffering. President Ma answered her a card promising the government will handle the issue properly.
 
A letter sent to Uncle MacDonald saying that she wants to eat in the MacDonald restaurant. A little girl on wheel chair, Chen wish that restaurants can pay more respect for rights of persons with wheel chair users. They cannot enter restaurant for not have proper access and they want to be like other children to have meals in the restaurants. Though MacDonald restaurants offer barrier free environment in U.S.A., they did not offer the same environment here in Taiwan. Children on wheel chairs want to have delicious meal like others are their rights.
 
The two covenants declared examination of human rights implementation. We only need to experience thru persons with disabilities daily lives and living situation, we can easily find our current status of human right. Government need to promise on policy and budget about eliminating all environmental barriers on a equal, justice, dignity base. Still we found that Ministry of Transportation and Communications did not input ‘Universal Design’ concept in policy goal and design a changing time schedule.

Labors Group anti poverty, Raise protest in front of Taiwan Presidential Hall
 
On this Labor day, several labor groups walk on streets to participate an anti-poverty parade. The parade troop went to Keida Ge Blue boulevard and appeal by an action show. The parade leader raised a warning sign to President Ma about his government performance.  
 
The parade is gathered and hold by National Labor Union, Taiwan Labor Front, Tax Reform Equally Union, Youth Platorm Foundation, Taiwan Women Front, Taipei Women Right Promotion Association, The League of Welfare Organization for the Disabled, Association of Parents with Mentally Challenged Children, The Youth Labor Nine-five Union, Green Party, Anti-poverty Union, Amnesty International Taiwan, and Credit Card Debt Holder Victims Association. The May 1 anti-poverty parade was taken on noon of May 1 at Taipei street.
 
The parade went on marching to near dusk arrive at Keida Ge Blue boulevard in front of Taiwan Presidential Hall. When the troop fixed at the location, they whistle a long one to show protest.
 
Tax Reform Equally Union leader Rong-Chang Wong stood out on a commanding van and raised a warning sign to question President Ma. Questions are about the Ma government administration has caused increasing working hours, decreasing wages, labors over working, the youth unemployment, higher and higher house prices, more and more difficult to live, more and more poors, lower the rich’s tax, and tax design unequal to bouncing Taiwan country debt. Raised warn sign as the second warning.
 
Rong-Chang Wong also called President Ma to stop immediately of leaning to the rich, stop on keeping pressures on the labors and the poor, stop decaying Taiwan financial system. Wong asked President Ma to fulfill loyally his presidential duty which Taiwan and people trust on, otherwise he will receive punishment on next election of 2012 coming presidential campaign.
 
Besides, the League of Welfare Organizations for the Disabled express that persons with disabilities refuse to be direct victims on today’s serious labor working environment. Commissioner Lin(LWOD) said that according to the 2009 statistics of Employment & Vocational Training Administration, the unemployment rate of persons with disabilities is 17.32%. Put the rate to compare with national unemployment rate 5.85% and showed that persons with disabilities are the most direct vulnerable group.

They do not want to be temporary, no developmental and job pooring workers. Though the government regulated that quota employment rate for hiring persons with disabilities, there are still numbers of employers would rather paid quota payment not hire persons with disabilities. It showed that there are still many employers discriminate working abilities of persons with disabilities.
